Commissioner's Award of Excellence

  • AUGUST 2015 WINNER - GIS Team of Erik Hubl, Scott Robinson, Chad Kendall and Kimberly Pester
    County Engineering Office;
    Category - Productivity

The team of Erik Hubl, Scott Robinson, Chad Kendall and Kimberly Pester was selected to receive the Commissioners Award of Excellence for August, 2015. They are the County Engineering Office GIS Team and were nominated by County Engineer Pam Dingman in the category of Productivity.

In response to the rains and flooding of May, 2015, this GIS team worked to create a mapping system that could be updated with information on road closures and problem areas. Damage and debris were extensive as a result of the flooding, and the team mapped each location in order to identify them to comply with FEMA regulations. Dingman stated "Members of the GIS team rode with Engineering District Supervisors to record data during and after the flood event. This data was used to create a map that showed all locations of flooding damage in Lancaster County." The GIS team also worked with the City/County Purchasing Department to provide GIS photographs and information for each of the 45 sites, creating a map of the site groups to be bid. Dingman further stated "the GIS team was willing to take on extra duties as assigned during the flooding events to meet the mission of the Lancaster County Engineering Department".

Eric Hubl began working for the County on April 17, 1989, Scott Robinson on December 13, 1990, Chad Kendall on April 8, 2002 and Kimberly Pester on October 17, 2013.

Roma Amundson, Lancaster County Board of Commissioners Chair, stated "On behalf of the Board I am pleased to present you with this award. Your knowledge of GIS and attention to detail showed a clear picture of the damage to roads and bridges in the County following the flooding. That detail was very helpful in the process of getting bids for cleanup of the damage. The data was able to be compiled in a relatively short time-frame to help the process move as quickly as possible and will be very helpful in the County's work with the Federal Emergency Management Agency for reimbursement. Your dedication and knowledge are evident from Pam's comments. You are very deserving of this recognition and the Board thanks you for your excellent work."

The Commissioners Award of Excellence award recognizes employees who consistently provide outstanding service and work that demonstrates exemplary personal commitment to Lancaster County.
