Topic: The Budget Process: Budgeting for Outcomes
Traditional budgeting processes can include line item budgeting, program budgeting, even building a budget from the ground up. Many communities across the US will take last year's budget, roll the numbers forward and call it good. Budgeting for outcomes turns that process on its head. It starts with the end in mind. This session will introduce the audience to the concept of outcomes and how certain program budgeting decisions can be made based on what the community desires.

Ben has dedicated his career to government, working for 15 years as the Director of Resource Management with the City of Olathe, Kansas, as well as the Chief Financial Officer of the Unified Government of Wyandotte County / Kansas City, Kansas. His responsibilities included governmental accounting and internal controls, budgeting, debt and risk management, economic development policy, development negotiations and performance management. Ben joined AGH as Vice President in 2011, and he serves government clients in audit, accounting and consulting capacities.

Topic: Leadership

Keynote Speaker : Honorable Shane Osborn, Former Nebraska State Treasurer Shane Osborn is proud to have served our state and nation as a former Naval Aviator and Nebraska State Treasurer.

A Norfolk native, Shane attended the University of Nebraska-Lincoln on a ROTC scholarship, earning a degree in mathematics and statistics before training as a Naval Aviator and flying reconnaissance missions for the U.S. Navy's World Watchers Squadron. Shane earned national respect for saving the lives of his 23 person crew after a Chinese MiG collided with their plane in 2001. He extended his service following the 9/11 attacks, flying reconnaissance combat missions in Afghanistan during Operation Enduring Freedom.

Shane returned home and was elected to serve Nebraskans as State Treasurer in 2007, where he was a leading advocate for budget transparency and cutting state spending, reducing his own budget 11 percent and trimming staff 21 percent while boosting productivity of the office and winning the winning the Treasurer's Marquis Award for best practices in efficiency and technology.

He was elected president of the National Association of Unclaimed Property Administrators and served on the executive council of National Association of State Treasurers.

Since completing his term in office, he has worked in the financial services and launched a number of enterprises, one of which helps returning veterans find and create jobs in the private sector.

Topic: Strategies for Public Fund Investing in a Sluggish Market
Speakers will discuss available opportunities for government fund investors in the low-yield environment while not sacrificing security and still meeting statutory responsibilities.

Brad Cole is the Regional Director for Promontory Interfinancial Network. He has been with the firm 9 years and works with all banks in NE and IA. Before Promontory he was with Commercial Federal Bank and US Bank serving as a Commercial Banker. Brad has a Bachelor's degree in Finance and an MBA from the University of NE at Omaha.

Joan Ingram, Vice President, U.S. Bank, N.A.

Joan Ingram is a Vice President of Institutional Sales within U.S. Bank's Money Center (Treasury Division). She has a total of forty-two years of experience in banking and investments and all have been with U.S. Bank. For thirty-one years Joan has been providing financial products and services to correspondent banks, corporations, municipalities and individual clients; seven years of experience in security operations and four years of experience in a supervisory capacity.

Joan has completed the Certified Financial Planning Program - Level 3 from the College of Financial Planning in Denver, Colorado. She also has her Series 7 and Series 63 license, she is a General Securities Registered Representative, General Sales Supervisor and has the Blue Sky State license.

The Money Center at U.S. Bank is a well-recognized participant in the fixed income markets. Joan helps to assist customer with the handling of their cash flow and maximizing the rate of return on their invested funds.

Topic: Internal Controls: Understanding the Best Practices and Preparing a Plan
The term "internal control" gets used a lot, but what does it really mean? In this session, we will cover the basic components of internal control, and an overview of key controls most common to areas such as cash receipts, cash disbursements and payroll. Then we'll discuss how those concepts can be put into a policy or "plan" that can be used by everyone in your organization.

Shelly L. Hammond, CPA, CGFM, Vice President, Allen, Gibbs & Houlik, L.C.

Shelly is the leader of Allen, Gibbs & Houlik, L.C.'s public sector practice. Shelly has 20 years' experience in public accounting. She earned both a bachelor of science in business administration and a master of accountancy from Kansas State University. Shelly is a member of the American Institute of Certified Public Accountants, the Kansas Society of Certified Public Accountants and the Government Financial Officers Association, serving also on the GFOA Certificate of Achievement Review Committee. She is also a Certified Government Financial Manager by the Association of Government Accountants. In 2011, Shelly was selected to be a member of the national Executive Committee of the AICPA's Government Audit Quality Center.

Michelle Raphael, CTP, AAP, Lancaster County Treasurer's Office

Michelle began her government career working 16 year at the Nebraska State Treasurer's Office as Assistant Treasurer managing the Treasury Management Division. She currently is employed in the Lancaster County Treasurer's Office. Michelle received her B.A. from the State University of New York at Purchase, NY. She earned her Accredited ACH Professional (AAP) designation from NACHA in 2002 and the Certified Treasury Professional (CTP) designation through the Association for Financial Professionals in 2004. She currently serves as President of the Lincoln Chapter Association of Government Accountants and is a Past President of the Nebraska Association of Financial Professionals. Michelle also serves on the EPCOR Cash & Treasury Management Committee.

Topic: Basics of Governmental Accounting

Governmental accounting and financial reporting is different...but why? This session will provide an overview of why government accounting is different from a for-profit business, and how that affects the accounting requirements for governments. We will then discuss the basics of these unique governmental accounting requirements.
