Officer Colt Lathrop, Corrections Officer for the Lancaster County Department of Corrections, received the Commissioners' Award of Excellence for January 2017 at the February 28, 2017 meeting of the Board of Commissioners. Colt was nominated in the category of Valor by Aaron Cooper.
In his nomination, Mr. Cooper stated, " On September 11, 2016 Officer Lathrop responded to an emergency call in one of the housing units. An inmate had climbed over the upper tier railing and was tying a sheet around his neck. It appeared the inmate was going to jump off in a suicide attempt. Officer Lathrop was able to prevent the inmate from jumping for nearly a minute before more staff arrived and they were able to get the inmate safely back onto the walkway. Officer Lathrop's quick thinking and action prevented a much more serious incident from occurring.
