In her nomination, Officer Howard stated "There were approximately seventeen other inmates out at the same time. Her quick action and calm demeanor kept the other inmates calm during the emergency".
Roma Amundson, Lancaster County Board of Commissioners Chair, stated "On behalf of the Board I am pleased to present you with this well deserved award. You knew what to do and were successful in that effort. In addition, you managed the situation with the other inmates in the area very well. Your actions make you worthy of this award. Thank you for your excellent work and judgment in this situation."
