LANCASTER COUNTY BOARD OF COMMISSIONERS

Location Announcement of Nebraska Open Meetings Act:  A copy of the Nebraska Open Meetings Act is located on the wall at the rear of the Hearing Room.  Additionally, a copy of all written material to be discussed at today's open meeting is available from the County Clerk's staff at the front of the Hearing Room.  These materials can also be viewed on the County's web site at lancaster.ne.gov. 

 

Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

 

Those wishing to speak on items relating to other County business not on the agenda may speak during the public comment portion of the agenda.  Each speaker is limited to five (5) minutes.  These time limits may be extended or reasonably decreased at the discretion of the County Board Chair.  The public comment period will be limited to one (1) hour.

 

If you are here to participate on an item and need special consideration because of a schedule conflict or some other reason, please let the Clerk know prior to the meeting so we may accommodate your needs.

 

1)      MINUTES:

 

A.        Approval of the minutes of the Board of Commissioners meeting held on Tuesday, March 19, 2019. 

 

2)      CLAIMS:

 

A.        Approval of all claims processed through March 26, 2019. 

 

3)      CONSENT ITEMSThese are routine business items that are expected to be adopted without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of: 

 

A.        Amendment to County Contract C-17-0261 with China Mapleleaf Industrial Development Limited for Annual Supply - Vinyl Locator Flags. (Quote No. 5562. The amendment renews the contract from April 11, 2019 through April 10, 2020. The cost to the County is not to exceed $6,000.) (C-19-0239)

 

B.        Setting a public hearing on Tuesday, April 2, 2019, at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street) regarding the reconstruction of the licensed premise related to the Class C liquor license for NuMark Golf, LLC, 4944 South 89th Street.

 

4)      NEW BUSINESS:

 

A.        Special designated license application from Children's Hospital & Medical Center Foundation for an event on Monday, May 13, 2019.

 

B.        Amusement license renewal application from NRG Media, Froggy 98 for Frog Fest on Saturday, August 10, 2019. (Approval contingent upon receipt of updated certificate of insurance)

 

C.        Special event permit application from James Krist, UNL Cycling Club for an event on Saturday, March 30, 2019.

 

D.        Special event permit application from Gary Bredehoft, Tiger Coaching & Personal Training, Inc., for an event on Sunday, September 15, 2019.

 

E.        Resolution in the matter of the emergency closure of Bridges D-41, E-163, W-50, R-248, and V-25. (R-19-0023)

 

F.         Agreement with the American Federation of State, County and Municipal Employees (AFSCME - Engineering) Local 2468 for the contract term August 16, 2018 through August 30, 2019. (C-19-0240)

 

G.        Transfer of Ownership Restriction Agreement with John Allen Steuter and Pamela Sue Steuter for property located at Lots 7 and 8, Prairie Creek Estates Addition, Lancaster County, Nebraska. (C-19-0241)

 

H.        Software sharing agreement between the Nebraska State Patrol and Lancaster County at the request of the Lancaster County Sheriff's Office for use of TraCS software.  The cost to the County is $60 per user per year.  The term of the agreement is effective upon execution and shall continue unless terminated. (C-19-0242)

 

I.         Agreement with Great Plains Appraisal Company to provide the services of a referee coordinator to coordinate referees who will hear all property tax protests for the 2019 tax year before the Lancaster County Board of Equalization.  The total compensation shall not exceed $210,000. (C-19-0243)

 

5)      PUBLIC COMMENT: Those wishing to speak on items relating to County business not on the agenda may do so at this time.

6)      ANNOUNCEMENTS:

 

A.        The Lancaster County Board of Commissioners will hold a staff meeting on Thursday, March 28, 2019 at 8:30 a.m., in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln).

 

B.        The Lancaster County Board of Commissioners will hold its next regular meeting on Tuesday, April 2, 2019 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) with the Board of Equalization immediately following.

7)      ADJOURNMENT

 

This agenda, which is kept continually current, is available for inspection during regular business hours in the office of the Lancaster County Clerk, located at 555 S. 10th Street, Room 108, Lincoln, Nebraska.  Meeting agendas and minutes are also available on the County's web site at lancaster.ne.gov.
