1) MINUTES: Approval of the minutes of the Board of Commissioners meetings
held on Tuesday, August 18, 1998. (A copy of the minutes
is on file in the Office of the Lancaster County Clerk.)
2) CLAIMS: Approval of all claims processed through
Tuesday, August 25, 1998.
3) ITEMS OF PUBLIC PARTICIPATION: It is the policy of
the Lancaster County Board of Commissioners to accommodate
the public to the greatest extent possible. Therefore, this
agenda has been prepared with items of greatest public
interest at the beginning with more routine items toward the
end as a courtesy to those who wish to speak with the County
Board at this meeting. If you are here to participate on an
item and need special consideration because of a schedule
conflict or some other problem, would you please let us know
now so we can try to meet your needs.

Edith Martinez for her services with Parks and

A. An application for a Special Designated License from
the Wine Merchants Inc. to hold a wedding reception on

the Lancaster County Board of Commissioners which

to be adopted without dissent. Any individual item may
be removed for special discussion and consideration by
a Commissioner or by any member of the public without
prior notice. Unless there is an exception, these items
will be approved as one with a single vote of the Board

1998 at 1:30 p.m. in the City Council/County
Commissioners Chambers, Room 112, on the first floor of

Pat Kant, Personnel Coordinator, appeared and briefly
discussed the Commissioners Award of Excellence Program. She
explained the process sets forth a nomination procedure and
includes the following criteria:
• Safety
• Productivity
• Loss prevention
• Customer relations
• Valor
Kant discussed the selection process and award recognition.
MOTION: Campbell moved and Hudkins seconded approval of Resolution 98-1985.
On call Hudkins, Campbell, Steinman and Svoboda voted aye. Motion

4) NEW BUSINESS:
A. An application for a Special Designated License from the
Wine Merchants Inc. to hold a wedding reception on

Nathan Blank, appeared on behalf of the Wine Merchants, Inc.,
to answer questions from the Board.
MOTION: Campbell moved and Hudkins seconded approval. On call Steinman,
Svoboda, Campbell and Hudkins voted aye. Motion carried.
B. An agreement with the State of Nebraska, Department of
Roads for construction work on the 14th Street
bridge over Interstate 80, at no cost to the County.

Larry Worrell, County Surveyor, stated the project will replace the
deck on the bridge over the interstate on 14th Street. He stated
the County project on 1st and Fletcher will be undertaken at the
same time as the redecking of the bridge. He noted the detour on
14th Street will be Superior Street to 27th Street and 27th Street
across to Arbor Road.
Hudkins asked if the proposal for realignment of Fletcher
Avenue is still being considered.
Worrell stated no.
In response to a question asked by Steinman regarding the
length of the agreement, Worrell stated it should take no
longer than one year.
Campbell asked if the State has contacted the residents along
the detour explaining when the project would begin.
Worrell stated he didn't know.
Hudkins requested the County Engineering Department contact
the State and request that the project not start until after
harvest this fall because 14th Street is a main
thoroughfare into Lincoln.
MOTION: Campbell moved and Svoboda seconded approval. On call Svoboda,
Hudkins, Campbell and Steinman voted aye. Motion carried.

6) OTHER BUSINESS:
John Austin, Rural Route, Lincoln, Nebraska, appeared and
expressed his concerns regarding the Correctional facility
and the creeks within the County which need dikes constructed
and also need to be dredged. He suggested the City and
County work together regarding the issue.
Hudkins stated he has noticed the condition of some of the
creeks and agreed with Austin. He noted that he has spoken
with the Natural Resource District who informed him that the
Corps of Engineers controls the creeks.
Campbell suggested the Board speak with the County Ecological
Committee.
Mike Morosin, past president of the Malone Neighborhood
Association, appeared and stated the Natural Resource
District only budgeted $15,000 for the cleanup of Antelope
Creek. He stated it is a big problem and it is beginning to
compound itself.

voted aye. Motion carried.
The Chair recessed the meeting until 2:30 p.m. when it was reconvened.
4) DENIAL OF 1998 TAX EXEMPTION ON REAL ESTATE FOR THE FOLLOWING:
Berean Fundamental Church of Lincoln Nebraska
No appearance was made by Berean Fundamental Church.
Norm Agena, County Assessor, stated no building permits have
been issued as of August 25, 1998 and recommended denial.
MOTION: Campbell moved and Svoboda seconded to accept the Assessor's
recommendation. On call Svoboda, Hudkins, Campbell and Steinman
voted aye. Motion carried.
Star City Youth Foundation
No appearance was made by Star City Youth Foundation.
Agena stated no building permits have been issued for
construction as of August 25, 1998. He explained a portion
is still being farmed and another portion is not being used
for anything. Recommendation was for denial.
MOTION: Campbell moved and Svoboda seconded to accept the Assessor's
recommendation to deny the exemption for 1998 for Star City Youth
On call Svoboda, Hudkins, Campbell and Steinman voted aye.
Motion carried.
